No. To be eligible for the tuition deduction or lifetime learning credit the institution must be eligible to participate in a federal student aid program (Kaplan is not). Courses taken to improve skills at a job that you are already in (e.g., a programming class for a computer programmer) are also eligible but this is clearly not the case for a test prep course.
