When is KE = 1/2mV2 and when KE = 1/2 mV2 Cos theta ???

i think you are confusing energy with work. energy is the capacity for doing work and work is applying force that causes movement in a given direction.

work = Fdcos(theta) = change in kinetic energy

Fdcos(theta) = 1/2mV(final)^2 - 1/2mV(initial)^2
