I also read an abstract at http://www.ncbi.nlm.nih.gov/pubmed/12090630. This was from a study conducted to determine "the normal values and standard deviations for pupil diameter and interpupillary distance in subjects aged 1 month to 19 years". They came up with a formula that you can probably have a look at.
I think though that the distinction between normal, miotic and mydriatic has to do with different factors including : the degree of ambient lighting, the difference in size between the right and left pupil and the pupil reactivity to light. I'm not sure if you can assign fixed ranges for normal, miotic or mydriatic because I believe that there would be overlap between these ranges.
