Kirchoffs rule vs not kirchoffs rule

I initially thought that the current is the same because the loop would be the same regardless whether another loop is opened up...can anyone please clarify?

Originally your total resistance was 30 and current was 4. After you closed the second switch your total resistance became 22 and current was about 5.5. So your power dissipation will go up because of the increased current. Usually when you add resistors in parallel your total resistance will go down so current will go up.
