Late application chances

Due to the step 2 ck reporting delay this year my score will probably come out on september 25th. I couldn't find answers to some questions I had and thought ill ask here.
My choices:

1. Send all my apps on September 15th. Auto update step 2 ck score on sep 25
2. Wait till Sep 25th and then send all my apps in.
3. Try to somehow get my step 2 ck by Jul 26th and get my low scores on time to apply.

Which would enhance my chances the best ?
Bonus question : Does anyone know how long it would take after all the scores for ECFMG certification ? Is it a big requirement ?

I would submit your app and then update with your step II scores. As long as they have your step I they will look at you. Plenty of people don't have their Step II's in at the beginning of the application season, some of my classmates didn't take it until late fall.

I'll have you know that I am an IMG. Everyone tells me that I have to apply early. Some people also tell me that I should only apply when my app is complete as many pds do not look at the updates that come. I dont want to be automatically discarded when my step 2 ck score is empty. Is this a problem or am I wrong ?

1) September 25th is not "late"
2) It is true that some don't review updates although they are automatically downlaoded
3) Some programs won't look at IMGs without an ECFMG certificate
4) Assuming that all your paperwork is in order, the amount of time for the certificate will depend on how many other apps they have to process; this time of the year I would imagine would be much slower than in May/June. I cannot however imagine it would less than 1 month. I would not wait until you have your certificate (as that would likely be in October, which would be late).
5) More important than Step IICK is CS. Not sure if you are ESL/FMG but CS tends to separate out those who cannot communicate well.

I would say that there is likely no statistical difference in matching between Sept 15 and Sept 25.
