Latest date your CS/PE scores need to be in?

I'm a DO applying to Psych residencies this year. A date opened up for my PE (same as CS) in November 15th. Technically, it should be graded by January 3, 2017 - January 10, 2017, but right now, it looks like they're running three full months needed to grade them. What is the date that residencies must have your CS/PE score to rank you by?
