no. -10.50 is not legally blind.

Legal blindess is 20/200 BEST CORRECTED. If you're 20/20 with your glasses on you're not legally blind.

Legal blindess can also be defined as a decrease in visual field to 20 degrees or less.
 
The definition of legal blindness in my state is when the best corrected visual acuity is 20/200 or less or the visual field is reduced to 20 degrees or less.

So, the fact that a -10.50 myope can't see squat uncorrected but for the legal definition it is the BEST CORRECTED VISUAL ACUITY.
