Who should I send it to - the admissions committee or the dean of admissions? Should I snail mail or e-mail it?

A lot of people will say snail mail because it's more formal. I say e-mail because they're more likely to read it (well according to my pre health advisor, and he knows everything).
And I would send it to everyone in the Admissions committee. That way someone will read it
