Would it be okay to have a letter of recommendation from an MD that's still completing residency, particularly if they graduated from the school that will recieve the letter?

Who the letter writer is, is less important than what they can say about you. If you have worked for this resident and they can accurately assess your attributes then they would make a great recommender.
