letter of recommendation and being marked incomplete

I noticed today that I am marked incomplete at certain schools because 1 of my 5 letters of recommendation has not been sent in. Is there any way to ask the school to move forward with my application (using the 4 letters currently submitted). I don't want to mark the 5th letter as "not being sent" as it will be sent (the person who is writing it for me just took a long time to write it)
 
No. Being "complete" requires all letters to be in by definition.
 
If you mark it as not being sent, and the writer still sends it, AMCAS will still forward to all the schools you assigned it to.
