I am an IMG who recently got into an internal medicine program in Texas and set to start next week. I just found out after reviewing the Texas licensure requirements that I am ineligible for a full Texas licensure due to one of my core rotations. I already got my PIT training permit But I need a license when I start 3rd year in order to take the board exams..

If I do not want to practice in Texas can I just apply for a license in another state while doing residency in Texas and take my board exam with the other state license? Do I have to be licensed in Texas in order to complete residency? Is it program specific?

you need to have A full unrestricted license...it does not need to be from the state that you trained in...and you just need it to take the exam (which would be AFTER you graduate in August) not the beginning of your 3rd year.
 
In my specialty and the others I have friends in you don't take boards until after you graduate residency. I will be taking my boards several months after I graduate in the state where I am doing fellowship with a license from that state which is not the state where I did residency.

Did your program tell you that you need a full license at the beginning of third year?

I would email the PD about this

when you have concerns about your license, it's generally a good idea to check with your PD to make sure it's not going to be a problem for your training
