limited permit NY

I will be glad if anybody could answer this , if I get admitted to the GPR (1 year ) program in NY , as foreign grad , could I obtain limited permit . I have already visited the NY state bored but I still confused about the education requirements. they said that you should do 2 years program in order to get limited permit, which is make no sense at all, if I did this 2 year I will go and practice I will not apply for residency program 😱 .




I will be glad if anybody could clear this for me .
