OTCAS is back up for 2013. They published the list of schools that will be using OTCAS. It is likely that a schools not using OTCAS will have fewer applicants than a program of comparable quality that does use OTCAS.

Some states make it pretty near impossible to change residency status once you are there in school full-time. I wouldn't count on changing to in-state tuition after a year.

I agree with this statement. Although there are a few states and schools that will allow this, many states do not. Once you are declared as a nonresident at the beginning of school, you will always be a nonresident through graduation.

That is really unfortunate. I just looked at Pennsylvania's resident policy, and it requires two years BEFORE college to be eligible for residency too. Darnit.

Well, I guess I'll just disregard the tuition portion of this then.

You guys need to check individually with schools. Once you are a graduate student many rules change. For MANY states and schools, all you need to do is show that you have followed their regulations to change your residency after 12 months. And yes there are may schools that may explicitly state they won't accept you as a resident after you begin the program. However, don't panic, a lot of rules and regulations are geared towards undergrads. Likes this one:

"(3) A minor is presumed to have the domicile of his parents or guardian. The age of majority for establishing a domicile for tuition purposes is 22. A minor may prove financial emancipation and thereby prove Pennsylvania domicile through clear and convincing evidence. "

I'd double check with schools about OTCAS because I talked to the OT administration last month at Samuel Merritt and they said they were not doing OtCaS. They could have changed their mind again since then but definitely ask the schools you're interested in.
