loan for F1 visa students?

hi, im just wondering if anyone with F1 visa status enrolled in Adv. Standing program can be offered of loan e.g. citibank loan and etc? well, i am pretty positive that there should be a cosigner, but the cosigner has to be a US citizen? how hard is it to get the loan approved?

i think even a green card holder is just fine for a cosigner but with good credit history
