Easy question. Go to in state school and do residency else where. Hospital based residencies shouldn't care what state you're from. Those areas are tough for becoming well off in private practice and not having your dental school located there should be the least of your worries if you want to work in saturated areas. Debt is likely going to set your professional life far more back than where you went to dental school and I don't think any dental school's training will set you back. Take NERB (I think?) or WERB at 4th year depending on where you want to work but keep in mind some schools teach towards only one of those boards.
