LOR and secondary order on app completion?

I have so far been verified, and completed several secondaries. I was wondering, if I had submitted my secondary essays, and only assign LORs sometime after (until I have received all letters), would they possibly consider my app as one without intention to submit any LOR and discard it early on?

Pretty sure you won't be considered a complete application until your LORs come in, so your app won't even be looked at.

You'll get notification from schools when they consider your app complete.
