LOR writer credentials

How big of an issue would it be if one of my LOR writers from community college does not have a PhD? I believe he only has his Master's.

He knows me well and it would be a really strong letter otherwise.

I’d also like to know this. Do LOR writers need certain credentials? Are those credentials different for committee letters?

A strong letter from faculty with a master's degree, who knows you well, trumps a generic PhD's letter.
