LORs and Interviews

I need help figuring this out:

So once I assign LORs for programs, can they offer interviews even though my letter writer hadn't submitted is letter yet? As in, can programs begin interviewing with the expectation that letters will be submitted eventually? The limiting factor seems to be the level of laziness of my letter writers (which is so irritating honestly).

Also how soon after ERAS begins accepting applications do programs offer interviews? I'm applying for prelim med + advanced and so wondering what is a good "timing" for LOR deadlines. Any help on that matter is also appreciated. Thanks!
 
Every program is different, but they can offer you an interview at any point they feel you have met their criteria. If you assign a letter that has not yet been uploaded to a program they will see that they are supposed to get this letter, but they are still able to look at the rest of your app (and thus can offer to interview or reject or wait for letter etc.).
 
Another related question, but how can someone tell if letters are uploaded? I've been assured my letters are up but it looks the same as when I assigned the spots
