Low GPA should I submit early without OAT?

I would like to start my application early but my GPA is a bit low. Should I wait until I take my OAT to submit my application? Or should I just start my application/send it in early and then send in my scores later? Really not sure which is better. Any help would be appreciated, thanks!

You can submit, but without the score no school will offer an interview invite
