What is the difference between a Master of science in epidemiology and MPH in epidemiology? Would a MS still be consider on the public health track?

The MS is considered an academic degree is and a wise decision if you plan on continuing your studies to the doctoral level.

The MPH is a professional/ terminal degree and is more applicable to working in the field directly post graduation.

The former is more research oriented and often includes a thesis, the latter is more application oriented and often includes fieldwork.

Regardless, both can be the first step towards a PhD or a DrPH.

^I agree with this.

I started out on the MSPH in epidemiology track, but decided I didn't want to do a thesis. I ended up changing to the MPH epi track. Most people I knew who were getting their MS were interested in going for their PhDs and most people who got an MPH went directly to working, going to med school or pursuing their DrPH.
