This question has stumped me and I have only come up with P values greater then 1. If you could give me any insight that would be much appreciated.

Suppose that sporadic outbreaks of E. Coli have occured in alberta at a rate of 2.5 per 100,000 for a period of two years. suppose the rate has not changed.

A) what is the probability that AT MOST 5 cases of e. coli per 100,000 are reported in alberta in a given year?
