If I submit my letter of rec from each PI in addition to all my other letters (humanities prof, MD, etc) I go beyond the max letter limit at some schools. A few say this is ok to do but some school sites don't have explicit guidelines. Should I still submit every letter even if it's more than the school's max? If I stay within their explicitly allowed number of letters, should I prioritize the PIs or the other letters?

You have the control over which letters go to which schools, but within that freedom you really want to follow the rules of each school.
Don’t go over their maximum number.

If a school is very research oriented you may select more PI letters, but also include 1 or more from professors you took classes from.
