Do I qualify for the MGIB-SR while in the MDSSP? I have no prior service.

No. Service is required to earn the GI Bill first. Usually pay-back time accrued when using programs (ie Service Academy, ROTC, HPSP) must be completed before time counts toward earning the benefit.
