Yes they only need to be completed before matriculation. Take from one of the admissions pages "These course requirements need not be completed prior to submitting your application but must be fulfilled by the time of matriculation."

Medical schools have differing policies regarding this, so check with the schools you are interested in.
Also, the new MCAT contains biochem. I would encourage you to get biochem out of the way before taking the MCAT, even if it means delaying a year. Taking the MCAT once sucked bad enough, and I can't imagine sitting through it twice.
That may be true, but they aren't required prior to application - so it's up to you whether you want to wait with a strong app assuming you do well, vs applying before they are complete
I apologize, I did mean OHSU. Also, I must have misunderstood your previous reply. I thought you meant the courses were recommended but not required for matriculation (you never mentioned prior to application.) I was merely trying to show some schools do in fact require Biochem and Genetics for matriculation.
