The Mutual Recognition Act and the TTMRA apply irrespective of where training was undertaken.

No, That doesnt mean North American dental graduates have "accreditation" in Australia.. that just means that New Zealand's dental board is slacker with who they give registration too. (Because they are desperate for dentists). ... all of their own dental graduates (from their only dental school) pack up and leave for Australia so they can make more money.
Australia actually requires the multi stage and expensive ADC exams and/or completing a 2 year Australian dental degree upgrade program. ... but want to work in NZ.. just pass a "conditions of practice exam" and your "sweet as bro".

I heard they are trying to close that pathway. ... We'll see. Its difficult because NZ relies on Aus for so much trade and and support because their economy isn't close to as big as Australia's.
I did notice that Otago (NZ's only dental school) does offer a 3 year adv standing program for overseas trained dentists who have obtained NZ citizenship. ->

I think there is something similar in the US as well actually.. foreign grads could say go to Minnesota and simply pass a state bench exam and get a Minn State license.. then after a few years get reciprocity with other US states.
