minutes per passage

SN2's guide says to aim for 6-7 minutes for verbal / science passages. If I do this, will this allow me to finish an actual full-length test EARLIER than the full time period? Just wondering because right now on the passages I'm barely finishing at the 7 minute mark (just started reviewing three days ago though).
 
on the 6th page of this you can find the # of questions per section and the time allotted. In general there are usually 7 questions per passage which is about 1 minute per question and on the real thing you have over a minute per question in all sections. So finishing in 6-7 minutes per passage will leave you some extra time

We get to use that extra time for breaks, right? Is there a limit to that? Can I 'bank' all of my extra time from PS and VR and then get a nice lunch in before BS?
