Hello,
I am a prior-service member. If my IRR time does counts, I would have a total of eight years of service towards my basic pay. I was told that my IRR time should count, but am not getting paid for it at this point... How should I get it corrected?

your IRR time counts only if those years were 'qualifying service' years. Each year you're in the IRR, you have the opportunity to earn points, through drilling (for no pay, but for points) or by completing NKO or AKO courses on-line. If you accumulate enough points for that year (I think it's something like 40 in the Navy), then that IRR year counts as a qualifying year of service.

If you've done nothing military-related while in the IRR, then it does not count towards anything. In other words, just being in the IRR does not increase you years-of-service ticker.

Your IRR time can count toward pay if you spend that time obtaining a degree on your own dime that you will use while on active duty.

According to the Financial Management Regulation (FMR) all time spent on Active Duty or in the Reserves counts towards longevity for pay. There are two notable exceptions which impact us. HPSP and FAP time does NOT count. They are specifically excluded under Title 10 USC.

To prove this you will need a copy of your DD214 and dpocumetation of time spent in the IRR. Check with Reserve HQ for that.

Do the ADTs we do count for anything (i.e., time in service)? After all 6 months (4 yr x 45 ADT days/yr) is 6 months.

No, ADTs do not count towards time in service for pay or towards your 20. It has always been rumored that you would get the 240 points (45 for the ADT and 15 for just having your name on the books each year.) you earn while in HPSP once you retire (essentially an extra 2% of base pay for retirement), but I have never found that chapter and verse. USUHS students do have their 4 years of school added for retirement percentage (an extra 10%)

I had separate Reserve and Guard recruiters tell me that the HPSP time can count towards reserve retirement.

As an example in my case: 4 years HPSP, 1 year civilian deferment, 4 years Active Duty, 4 years Guard or Active Reserve (not IRR) = 12 years toward Reserve/Guard retirement

Any truth to this?

Basically they were saying that the 45 day ADT done during each year of med school gave you enough points to count that as one year towards retirement.

Would be great if this was true (even though retirement would not start until 60)
