I contacted the ADA -- this is the reply I have received....
1) I was wondering those who have applied to take the exams before February 5th, 2007 will be able to do so in the old pattern?
NBDEI taken prior to 2/5/07 will be the old version.
2) If someone had scheduled to take NBDE exam 1 in March, 2007 and wish to prepone it to Jan, 2007 -- will they be able to do so?
Rescheduling will be possible as of Thursday or Friday of this week.
3) The new pattern of exams means 20 % of clinical questions and NO NEW subjects-- right?
Please see http://www.ada.org/prof/ed/testing/nbde01/index.asp for a complete description of the new exam, please read the Candidate Guide.
