I would pick B because he is a young person and most likely do not know much about the health consequences of smoking yet. Education is important.

If it was an adult, I probably would go for A.
 
The answer is A

The key here is understanding that you cannot be confrontational with your patients and that kids have no sense of long term consequences and responsibility.
(not that many adults have shown the ability to grasp that concept...)
