how do i know which atom or compound takes priority over another?
Also, is it true,in regards to priority, Br>OH....why? is it because of the atomic #?

it depends on the immediate atom that it is attached to.. and it's by atomic number. Higher atomic number = higher priority. If the immediate atoms are the same.. then go to the next one and compare their atomic number.

Yes, it's by atomic number. You actually only compare the Br>O.

Edit: Its actually atomic number, atomic weight is when you have similar isotopes.
 
it is always the atom that is attached to the C u look at immediately, u look on the compound if u have the same atom attached to the C
