need info on dental compressor

I want some information about the dental compressor unit that can be used to practice at home.What kind of units are good and what to look for when buying it(esp when buying a used one)?

I will appreciate if people who are already using one can help.

Is it fine to buy a two year old compressor?Do we have to take a permission from the apartment guys to use it because it may be a potential hazard?
