so in First Aid it lists Neisseria Meningitidis as a bacteria that is encapsulated and then it lists Neisseria as having IgA protease. I was wondering is Neisseria Meningitidis the only Neisseria type that is encapsulated (so N. gonnorhoeae is not), but all of the Neisseria have the virulent factor IgA protease?

Yes, both of them have IgA Protease and only Meningococcus has the capsule.
