Correct me if I'm wrong, but Motor and Sensory neurons are apart of both the somatic and autonomic portion of the peripheral nervous system?

Are the cell bodies of both motor and sensory neurons inside the spinal cord? I'm wondering because I thought that because sensory neurons need to detect stuff (like pain, etc.), their cell bodies should be outside the spinal chord to detect stuff.

Neuron cell bodies are not the initial site of stimulus. As far as you should be concerned, dendrites are always the initial site of stimulus reception. Therefore, neuron cell bodies do not need to be wherever the stimulus originates to propagate stimuli.
 
You have sensory neurons on your body where you need them, and these neurons will take the information to the appropriate place to be integrated to cause a response. For example, you have a pain receptor on your skin which will send a signal through a sensory neuron to the spinal cord. After this information is integrated in the spinal cord, this information will be sent to the muscle fibers through motor neurons for a response.

The sensory neuron may be unipolar ( http://ipsychology.org/Physiological/Neurons/unineuron.jsp) this allows for the cell body to lie in the ganglion of the spinal cord and for its dendrites to lie closer to the skin for example to pick up on different stimuli. Just keep in mind that neurons can have different shapes!
