Do neutralization rxns always use either a STRONG base or STRONG acid (evn if the thing being neutralized is weak acid or base)?

No, all combinations can be used, I believe. Google may help give you examples of each case.

Neutralization involves the moles of [H+] and [-OH]. It doesn't matter if the reactants are strong or weak. You might be thinking of titration where at least one reactant has to be strong.
