New ACGME clinical year requirement for FMGs?

Is any one aware of ACGME's new decision that FMGs should do a clinical/intern year in ACGME accredited programs irrespective of their intern year/clinical experience overseas priror to starting R1? Any info or link is appreciated

I don't know whether you are talking about the normal or the alternative pathway. The alternative pathway does not need it and the normal pathway needs a clinical intern year irrelevant of being FMG or IMG. When you talk about R1, I assume you are talking about normal pathway. It need a clinical intern year for everybody.
