New York rotation limit for non LCME graduates

During a recent interview a program director asked me how many months of rotations I had done in the US. He then informed me that New York has a limit on the number of months a graduate of a non LCME institution can do ( something like 13 weeks). Luckily, he informed me that since I had not done any of those rotations as part of my coursework to attain my degree, that limit should not apply to me. Can anyone shed any light on this?
 
New York limits the number of weeks a foreign medical student can rotate at non-affiliated hospitals (i.e. formal affiliation between the medical school and hospital in the eyes of the NY State Medical Board) within New York State. You can not do more than 12 weeks of such rotations. New York would potentially deny you a license when the time came if you violated this rule.

This is not really an issue because foreign medical students must get pre-approval for each non-affiliated rotation from the NY State Medical Board, and they would presumably reject any request >12 weeks. This also has nothing to do with rotations done outside New York state, you can do as many of those as you want. It only limits non-affiliated rotations physically performed within New York.
