NIH research by medical schools vs dept of med?

Interesting list that you can sort by year, and even see awards on the individual level at each institution and what those projects abstract describes.

Ranking in 2012:
1) UCSF - 445 M
2) Hopkins - 433 M
3) Penn - 388 M
......
Harvard - 167 M

Question:
1- Why is harvard so low on this list? I thought the NIH funds flow freely through this institution?

2- Does anyone know of a way to find NIH dollars that go to the department of medicine instead of the medical school in general?
 
Harvard's teaching hospitals apply independently for NIH funding...NGH and BWH pull in about 300-400+ million each year. BIDMC maybe 100-150 mill.

Is institutional or departamental NIH funding an accurate way to measure the strength or quality of an IM program?
