No state school..?!

I'm a resident of Delaware, and we don't have a state med school.
There seems to be a program with UDel and Jefferson, but will that also work favorably to general applicants who are delaware residents?

Through an agreement with the state of DE, Jeff reserves a certain number of each year's class for Del. residents, and kicks some money their way (though the money is need-based.)

IIRC the class spots are reserved for all eligible DE residents and not just for Blue Hens.
