Any idea why your VR was so low? I'm assuming you're applying next cycle so you should have plenty of time to bring it up before taking another test. Otherwise your app looks pretty strong and you should have a shot a mid/low tier schools.

Your international status will be the rate limiting step in your application, not the verbal score. Identify all the schools in the MSAR that take internationals and apply early.

If it were me, I would not apply to MD schools with a 7 VR. I'd retake despite the risks.

Although I don't know for sure, I'd be willing to bet the schools that take international students are the really competitive ones.
