How is it that NYCOM sends supplementary apps b/w Nov-May, but accepts students "prior to November 15"?? Are these students exceptionally qualified?

Maybe the really early acceptances get their supp in Nov 1st with interview, for example, so by Nov. 15th they get accepted? That's rather quick.
