ob/gyn doing breast surgery or fetal surgery?

Are on/gyn's eligible to complete breast fellowships specifically breast surgical oncology? Also are surgeons who do in utero fetal surgery OB's?

There are a couple of the SSO (Society of Surgical Oncology - accredits most breast surgery fellowships) breast surgery fellowships that take Ob-Gyn trained residents, but the vast majority do not. This will be especially true in fellowships which require you to take gen surg or surg onc call.

With respect to fetal surgery, its generally pediatric surgeons who perform the fetal surgery with MFM as assist for entry/closure. Having said that, there are some (albeit few) MFM's that will perform the fetal surgery as well.
