general question,

do all halogens reduce a alkyne trans?

If you're talking about the common dihalides (Br2, Cl2) , they will usually reduce an alkyne to the trans alkene via anti addition (remember we form a cyclic halonium ion intermediate, and we always attack that from the opposite side).

Of course if you had add two equivalents/excess dihalide it doesn't matter, since it will be an alkane at that point.

Halogens will add trans...actual term is anti.....to both alkenes and alkynes as the major product under most conditions. For the DAT exam.....go anti !!!!
