when phenyl carboxylic acid? (sorry don't know the name) is reacted with socl2, why doesn't cl get added to the meta part?

why does the cl replace oh? and become cocl?

isn't this the eas?

EAS works with AlCl3 or FeCl3 that can accept electrons, thus is a Lewis Acid catalyst, to deactivate the ring.
