Well, I can only say from personal experience. I applied late October and sent in my secondaries really late. It wasn't not caring, I wrote my MCATs in August and had major anxiety about the whole letter of recommendation thing (don't know why). I only applied to four schools and, of those, I got two interviews, I got one accept and one waitlist (I withdrew from the waitlist when I got accepted to UofA, so I don't know whether I would have gotten in eventually).
So, it may not be a lost cause unless he misses the deadline. Also, FYI, my school did not even process (or download) my application until two weeks after their deadline, so I don't think it really mattered whether I applied two hours or two weeks before that deadline.
