I'm thinking because in order to elicit an action potential you need to make it more positive. But if it's already positive it will be much harder... Hope this makes sense.

Is that the correct answer? lol.

Basically it is easier to make something MORE POSITIVE when it is so negative.
BUT when it is already so POSITIVE after an Action potential, it is harder to make it MORE positive. You have to wait for it to become negative again and repolarize. I think...
