New process is basically like a truncated match. Today applicants get back on the ERAS system, apply to open spots, programs will call applicants they are interested in for phone interview, then submit a "rank list." Next day, applicant finds out if they secured a spot, if not process repeats until they find one, or Friday noon when any spots are then essentially out of the match and fair game.
Obviously I have no clue what the old scramble was like, though I hear it was pretty awful, granted I don't have personal experience with the new system, a friend of mine did though and while I'm sure it is still awful, I think the new system is slightly more "fair." Less about being quick with phone calls/faxes, and evens the field a little so to speak.
