Would you really end up choosing an OOS school with expensive tuition over an in-state Texas school with extremely cheap tuition?

I'm looking at it from residency match angle. Penn State has long history of matching students into residency but UTRGV has not had any student go through the match process yet

If you weren't considering Penn State after getting admitted to UTRGV, why didn't you withdraw your application to Penn State?
If you have the time and the money to travel to Pennsylvania, go for it. It will give you an idea of what another school is like. There is no guarantee that you'll be offered admission there but the experience of traveling and being interviewed may be helpful down the road.

If you don't have the time, money or inclination to consider matriculating at Penn State, save everyone's time and withdraw your application immediately.

The quality of US medical schools is policed quite heavily by a group known as "LCME". They won't let UTRGV operate a school that isn't going to be able to match graduates into residencies. It should not even be a consideration, IMHO. Far more depends on your Step scores and your performance in school than the school you attend.
 
I matched to UTRGV but I just got an II invitation from Penn State COM. I don't know what to do, should I go ahead and attend the interview.

People know my feelings about Penn State so I'll skip that. The Texas schools have ties into very good residency programs and you have that lovely low in state tuition so I think you're better served by going to UT Rio Grande
 
How would you rank UTRGV compared to IU.
If both instate IU tuition was the same if not more than OOS Texas tuition?
I'd go with IU, starting with better research opportunities and the climate. South TX is brutal in the summer.

But it's a dry heat! you say?

I went to two OOS interviews for schools I wasn’t super interested in at the time. Now one is one of my top choices and I felt like I learned quite a bit from the other. OTOH, I was able to get a one-way super cheap ticket and drive back with a friend, so it cost me very little to go.

I have lived in the same area my entire life and I am considering going out of state for medical school because I think it would be a great experience/life change. I lived abroad for a short period of time and it really changed the way I look at the world; I think moving to a different region of the country would provide a similar experience. However, my in-state schools don't have tuition as low as the Texas schools.

True, this is one of the reasons why I'm considering going to Penn state if I get accepted. I don't want to be in one place all my life
