If you were a California resident and had to choose 2 of the following schools to apply to, which do you think would be the most OOS friendly? (Assuming no ties to any of the states).

SUNY Upstate
SUNY Buffalo
SUNY Downstate
University of Wisconsin
Ohio State
Cincinnati
University of Utah
USF
 
Ohio State
Either Cinci or Downstate


Get the MSAR.
 
Downstate and Cinci.

The SUNYs and OH are the best options (can get instate tuition, OOS friendly enough).
 
Downstate slightly > Stony Brook. Odds of getting IIs from both schools quite decent ~10%.

Only speaking for UCLA grads...but Ohio St and Downstate seem to take a pretty fair amount each year.
 
Definitely not Utah if you're trying to narrow that down to 2. Many of their OOS spots go to Idaho residents, and the rest are usually people with strong ties. For instance, my entire grandfather's family is from Utah AND they were among the first settlers (like back in Brigham Young's time) AND I spent a lot of time on my family's ranch there when I was younger AND my stats were competitive, yet I was advised to not apply being OOS.
 
Do more than two

OSU and Cinci both are good and I'd shoot off an app to USF. Lot's of Cali refugees there (IDK if they're mostly the SELECT program there). And Downstate interviews a few according to this thread.
