Hey guys I'm a PGY-2 at university program but not happy with location. Do you know of any open PGY-3 spots starting 7/08 in manhattan.
Would greatly appreciate any help..
Also is it difficult to change programs? does it upset your current program director and so forth?

Transferring to other programs has been discussed extensively on SDN. Do a search for "transfer" and you will find a wealth of information.

In short, no. The match fills PGY1 and, at some programs, PGY2 spots. PGY3 spots typically are not filled through the match, and the process of transferring is informal: basically, you start calling programs to ask whether they have any openings. Typically the time to initiate a transfer process is early in the fall. Tell your program director early on. This has two purposes: 1) so that she can begin the process of locating a replacement for you, and 2) so that she can write a letter of recommendation for you. You will have a hard time finding a program that will interview you if you cannot procure a letter from your current PD. At many programs, the renewal contracts are signed in January, so it's best to get this process going before you sign.
