Opinion on an outfit for an interview

Would a dress like this be appropriate with short closed toed heels, pantyhose, and a blazer:

The dress would be long on me since I am four feet and ten inches. But assuming it is not too short when I sit down or anything, is a dress like this okay as long as a blazer is worn?
